The Renville County Job Development Authority (RCJDA) has been an active part of Renville County for many years. It was created September 7th, 1999 to address the critical issue of economic growth and diversification in Renville County. It is run by community volunteers who are dedicated to the growth and preservation of Renville County and its cities, making our county a better place to live and work.
We are here to provide support to our local businesses, and to encourage and assist those looking to start, expand, or relocate their business.
Local Programs:The Renville County Job Development Authority Loan Fund is intended to provide financing incentives to business start-ups and expansions within the county. The primary purpose of this fund is to create new jobs, save existing jobs, expand the local tax base, increase capital investment, and expand the primary sector and financial base of the area. There is some flexibility within this program, and funds are distributed at the discretion of the RCJDA board. All loans are interest free.
The North Dakota Small Business Development Center (SBDC) is available to assist business owners with a variety of needs including business planning, financial projections and budgeting, and operating challenges. North Dakota SBDC consultants are knowledgeable about financing options available in the county. The RCJDA support this regions SBDC, located in Minot. Local Financial Institutions:Citizens State Bank (CSB)-branches located in Mohall & Sherwood. Citizens State Bank is a full service Community Bank. CSB does all types of lending in the Mohall and Renville County area. CSB makes several types of loans including business, agricultural, real estate, and various consumer lending. State Financing Programs:Souris Basin Planning Council (SBPC) Revolving Loan Fund was created to assist in the creation of permanent private sector jobs. This is accomplished through the promotion of business start-ups, and growth by inter-relating with other local, state, federal, and private financing sources and technical assistance organizations to promote economic development through economic diversification.
The PACE (Partnership in Assisting Community Expansion) Program at the Bank of North Dakota is designed to encourage specific types of economic activity within the state of North Dakota. In general terms, PACE provides an interest buy down that can reduce the borrowers rate of interest by as much as 5%.
The Flex PACE (Partnership in Assisting Community Expansion) Program, thru the Bank of North Dakota provides interest buy down to borrowers that do not fit the traditional definition of a PACE qualifying business. Under Flex PACE, the community determines eligibility and accountability standards. Flex PACE allows communities the ability to provide assistance to borrowers with a business focus or need outside of the current requirements of PACE, such as job retention, technology creation with no new jobs, retail, smaller tourist businesses and essential community services.
The Business Development Loan Program, thru the Bank of North Dakota is designed to assist new and existing businesses in obtaining loans that would have a higher degree of risk than would normally be acceptable to a lending institution.
The North Dakota Development Fund, thru the ND Department of Commerce coordinates efforts between all the sources of financing, the business, and the community. Any project considered for this financing must be feasible and have a reasonable chance of succeeding. The fund provides “gap financing” through loans and equity investments not available from most conventional lenders and is available to any primary-sector business with the exception of production agriculture. The Development Fund also administers the Regional Rural Revolving Loan Fund, which provides funding for primary-sector projects located in a community of less than 8,000 in population or located more than five miles outside the city limits.
State Grant Programs:Souris Basin Planning Council (SBPC) Action Grant awards monies to new and/or small businesses that have limited research and development funds available to them. The grants are available for individual project research and development. Action Grants are intended to encourage the use of the outside expertise to improve a business and can be used to gain knowledge, study ideas or concepts, or acquire patent protection. This generally enables a business to seek funding sources to help the business move forward. Action Grant awards promote entrepreneurship and help primary sector businesses grow.
The mission of the Agricultural Production Utilization Committee (APUC) is to create wealth and jobs through the development of new and expanded uses of North Dakota’s agricultural products through a grant program.
